Catalin Radu
Catalin Radu is the CEO and Director General of RGC AvNet FZCO, a leading global consultancy supporting States and industry in navigating regulatory relations with EASA, FAA, ICAO, and other international authorities. With nearly 30 years of senior leadership experience, he has played a central role in helping States achieve successful audit outcomes, removal from international safety lists, and major improvements in aviation safety, security, and regulatory performance.
He previously served as Director General of the Aviation Administration of Kazakhstan, where he led the organization’s transformation, lifted EU restrictions, prepared the authority for the FAA audit, and raised Kazakhstan’s ICAO Effective Implementation to 96.7%. Before that, he was ICAO Director of Aviation Safety, responsible for the standardization and implementation of 16 ICAO Annexes.
Catalin has held high-level positions including President of ECAC, Vice President of EUROCONTROL, Vice Chairman of JARUS, and First Vice President of the 37th ICAO Assembly.
An aeronautical engineer by training, he studied at the Polytechnic University of Bucharest and SUPAERO Toulouse, and completed executive programs at Harvard University and MIT. His contributions to global aviation have been recognized with multiple international awards, including honors from the President of Kazakhstan in 2025
